A Guerra Fiscal chega a região Nordeste, o Governado do Estado do Ceará, Cid Gomes discorda do Imposto sobre Circulação de Mercadorias e Serviços (ICMS) uniforme e redução gradual para evitar a briga entre estados como estratégias para atração de indústrias. O Governador Federal quer acaba com a Guerra Fiscal entre Estados que usam o ICMS para atrair empresas para seus estados. O Governador Cid discorda do modelo proposto pelo Governo e acredita haver outros caminhos para os estados mais pobres não serem prejudicados. O Ceará consegui atrair grandes investimentos de empresas pela isenção integral ou parcial do ICMS. Isso faz com que o Estado, entre na disputa com grandes estados do Sul e Sudeste, despertando interesse de grupos empresariais e busque caminhos de desenvolvimento econômico.
Os governadores explicaram que, no modelo atual, a venda de produtos dos Estados do Norte, Nordeste, Centro-Oeste e Espírito Santo para os Estados do Sul e Sudeste são feitas com a alíquota de 12%. A venda de produtos entre os Estados do Sul e Sudeste também é tributada em 12%, assim como a venda entre os Estados do Norte, Nordeste e Centro-Oeste. A alíquota interestadual de 7% é cobrada quando a venda de produtos ocorre dos Estados do Sul e Sudeste (menos o Espírito Santo) para os Estados do Norte, Nordeste, Centro-Oeste e mais o Espírito Santo.
Além da unificação da alíquota interestadual, Mantega propôs aos governadores a formação de um fundo de compensação para os Estados perdedores e de um fundo de desenvolvimento regional, destinado, segundo informaram os governadores, a assegurar benefícios tributários assumidos pelos Estados.
A Grendene uma das grandes empresas que tem fabricas no estado já informou que com a unificação ela irá desempregar mais de 400 mil funcionários que mantém em suas instalações. Cid tenta usar toda sua influência na politica para convencer outros Governadores de Estados que a medida só prejudicará as Regiões Norte, Nordeste e Centro-Oeste.

Opinião: Sem dúvidas essa unificação desestabilizaria toda a economia das Regiões que já sofrem com a falta de infra-estrutura e desenvolvimento agrícola, creio que essa Guerra Fiscal pode se comparar com a Guerra dos Royalties talvez sentar e colocar interesse na mesa vá ser melhor. Esperamos que como os Royalties ficaram sem definição o ICMS também fique, e assim mais industrias cheguem a Região.

The Governor Cid disagrees with the model proposed by the Government and believes there are other paths to the poorer states are not harmed. The Ceará could attract major investments from companies by full or partial exemption of ICMS. This makes the state among large states in dispute with the South and Southeast, attracting interest from business groups and seek paths of economic development.
The governor explained that in the current model, selling products in the states of North, Northeast, Midwest and the Holy Spirit for the United South and Southeast are made at a rate of 12%. The sale of products between the states of South and Southeast also is taxed at 12%, as well as the sale between the states of the Northeast and Midwest. The interstate rate of 7% is charged when selling products occurs in the states of South and Southeast (minus the Holy Spirit) to the states of the North, Northeast, Midwest and more the Holy Spirit.
Besides the unification of interstate rate, Mantega governors proposed the formation of a compensation fund for states and losers of a regional development fund, designed according to informed governors, to ensure tax benefits made by the States.
Grendene one of the big companies that have factories in the state have reported that with the unification it will desempregar over 400 thousand employees in maintaining their facilities. Cid tries to use all his influence in politics to persuade other governors of states that the measure only harm the North, Northeast and Midwest.
Opinion: No doubt that unification would destabilize the entire economy of the regions that already suffer from a lack of infrastructure and agricultural development, I believe that this tax war can compare with the War of Royalties interest maybe sit down and put on the table is going to be better. Hopefully as the Royalties were without setting the ICMS also stay, and thus more industries come to the region.)
